Don’t text and drive but if you have to you can use an app like Sonalight App. It does a good job of sending and replying to text messages via Voice input. It was developed by an ex-Googler, +Curtis Liu.
“Text by Voice allows you to safely text while you drive entirely through voice. There’s no need to touch or look at the screen at all. Text by Voice will automatically read incoming text messages aloud and give you a chance to respond. Recently, I received an unwanted text message from an unknown caller and I was unable to block them with the stock applications I have in my Android phone, then I found this Android app "Mr. Number: Text, Call & Block" (Google Play Android Apps link). After you install the app, you can retrieve the calls or text messages and block the callers easily.
Besides block the callers, Mr. Number has the following features, one good feature I like is identifying the private callers:
* One history: See all your calls, SMS and MMS messages in one place
* Blocklist: Block calls, SMS, and MMS from one person, an area code, or the world
* Caller ID: Always know who is trying to reach you with crowd-sourced Caller ID
* Availability: Let contacts know when you are free for a call and when you are tied up
* Signature: Create your own Caller ID profile and use it to sign your texts too
